Na. Double XP and VIP do not count, only BASE XP counts.

...about Clan points and how exactly they work:

1 - They are only directly related to experience in the following way: 10 experience points = 1 clan point
For example: 300 experience = 30 points
*Note: The score u get in a match, the number of kills and so doesnt count towards the clan points, only the experience.

2 - If at the end of the match u dont get a round number, the final count will be down rounded.
For example: 277 experience = 27 points
*Note: Its not a hidden count, its really down rounded, for example (real data):
If i have 2987 clan points and i play two consecutive matches with this experience result:
277 and then 217, the final clan points will be 2987+27+21 = 3035
I tell this cause one could think about 2987+27.7+21.7 = 2036.4 =~ 2036 (with hidden 0.4 )but it doesnt work like this.

3 - VIP booster (+100% EXP) doesn't affect.
I've tested it with and without booster. In other words, u will only get clan points from the base experience u obtain, the experience boost given by the VIP Pack wont count towards the clan points u get in a match.
For example:
If i get 554 exp in a match with booster, ill get 27 clan point, because the base exp would be 277.
