No you can not, to apply for 1up you would need to have been a member of the forum for 2 months while you have only been a member for 1 day.

You can however apply for an advancement vote after being in 1upZ for 6 months.

So your options are

1up Application
Wait 2 Months->Apply For Membership->Go Through 1-4 months of voting(Depending on # of Trial Votes)->Become a member(If Pass)/Regular Member(If Denied)

1upZ Application to Advancement Vote
Apply to 1upZ now->Become a 1upZ member->Wait 6 Months->Apply For an Advancement Vote->Become a 1up Member(If Pass)/Stay a 1upZ member(If Denied)
