Cheats on Normal Servers

Anyone know how to setup cheats on public servers like /give all, like you do when you go /devmap ut4_blahblahblah as server admin of course

/rcon devmap [map name] but  you must have rcon to the server

Sure you can run a devmap on a server and people can still join it.

Hope to have a server up soon, a zombie styled where the players are all humans and there are **** loads of bots as zombies. Team Survivor.

1. Zombies Run like retarded children but i dont care about that and dont want it fixed
2. Weapon damage doesn't change even when modified in the weapons.c file
3. Game crashes sometimes when your about to kill a zombie.

Any solutions anyone?

Ok most of those have solved any ideas how to stop items spawning when a player dies?
