How to send sounds to everyone?

I've noticed that bowser plays radio sounds to everyone when saying the rules so
I was wondering how I could do this on my own server?
I do /rcon play sound/radio/male/male11.wav and all it does is echo the command to everyone in the server ^.^.
but play sound/radio/male/male11.wav works client side

1.-Press esc on game
2.-Go to>Options>Chat settings
3.-click 2 times in autoradio "Enabled,no grenade"
4.-then close
5.-write in console "/bind x ut_radio lol"
6.-press x and u will laught
(Dont works on FFA)

Woman:

a few questions
IS the sound on your server when doing a rcon command your server does it not your folders

i make that one time baut not like that i made : /bind L ut_radio lol it works 2 but auto select the sound ; allways there is 3 sounds for  male and 3 for female allways that works with me
